Home Energy Assistance Program

The Home Energy Assistance Program provides assistance to eligible households to offset the rising costs of home heating and cooling. The program covers the following energy resources, oil, gas, electric, propane, and kerosene. The difference between the HEA program and NJ Shares is that the HEA program is used primarily for heating expenses, and under certain circumstances cooling expenses. The HEA program works hand-in-hand with the Weatherization program, which will be explained later in the booklet. Applications are generally mailed to clients who then fill them out and return them to the HEA office. Applications can be completed in the office. Clients who are receiving food stamps automatically receive an eligibility notice, and need to contact their caseworker to determine if they have been enrolled and coded to receive an automatic home energy heating benefit. Clients who receive food stamps but received a denial notice should call for an application or come in to complete one. The amount of Home Energy Assistance received is based on income and household size so the checks vary in value. Clients may receive emergency assistance through Home Energy Assistance, which will be explained in the emergency assistance section.

APPLICATION DATES

If the clients’ primary source of heat is oil they may be eligible for emergency assistance in mid-January.
